By placing companies within the same industry, yet within different stages of operating together they could create a symbiotic relationship. One in which the experienced company provides one-on-one guidance and a direct line of contact/best-practises and the young company brings a unique insight into the innovation process and new-practises. Hence directly providing benefit to both involved, in this scenario the Senate would provide a more mediation role in addition to the current offerings.
