Offering co-working and office spaces
The Senat could offer start-ups free or low-cost office space for 1-2 years to support them in the initial phase.

Startups often have difficulties finding an office because they don't have enough budget for ongoing monthly rental costs.
The Senat could rent large halls or office spaces and convert them into co-working and individual workplaces. They could offer these to start-ups for a certain period of time at cheap or free of charge. The rents in Austria are very high and often difficult to afford for start-ups, especially in the initial phase. In addition, office spaces are also limited. An friend who founded a start-up said to me "if you don't have the pressure for the monthly rent, then that's the water for creativity, so to speak" - by this he meant that you can concentrate better on the actual business idea and don't have to think about every cent so that you can afford the rent at the end of the month. He said that the fixed costs accordingly also limit the product quality and the values that one wants to implement.
One way to do this would be to agree with the start-ups that they get, for example, a free workplace for six months, then a discounted workplace for another year, and so on. The condition would be that after a certain period of time they would pay the membership fee and perhaps commit to the membership of the Senat for a certain period of time.
Such co-working spaces also have another positive aspect, which is that many start-ups are together in one place and can exchange ideas, motivate each other and work together.
I think this approach would be very attractive for start-ups and would certainly attract a lot of attention. Even if the Senat invests more here at the beginning, it will certainly have many advantages in the long term.
